The SCO startup forum was convened, focusing on discussions surrounding seed funding models.

During the plenary session, active participation was observed from SCO Member States, including a delegation representing SCO startups, as well as nodal agencies and senior government officials and diplomats. The fourth edition of the Shanghai Cooperation Organisation Startup Forum, held in the national capital on March 19, aimed to enhance startup interactions among SCO member states, according to the Ministry of Commerce and Industry.

The forum aimed to cultivate an environment conducive to innovation, foster job creation, and encourage young talent to develop inventive solutions. Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT), Rajesh Kumar Singh, delivered the keynote address, underscoring the role of the startup ecosystem in bolstering a nation's economy. Sanjiv, Joint Secretary of DPIIT, briefed the delegation on India's startup journey and government initiatives to promote startups.

The SCO pavilion provided a platform for over 15 SCO startups to showcase their products and services, facilitating networking opportunities to inspire, educate, and empower these entrepreneurs. Additionally, delegates participated in a workshop conducted by Startup India on "Establishing a Seed Fund: A Strategic Approach to Fostering Innovation and Entrepreneurship." The workshop featured interactive sessions exploring various models of setting up seed funds to support early-stage startups, offering comprehensive insights into strategic planning and execution.

In Samarkand, Uzbekistan, on September 16, 2022, all Member States agreed to establish a Special Working Group for Startups and Innovation (SWG) at the SCO Heads of State Summit. India proposed this initiative in 2020 to create a new avenue of cooperation among SCO Member States, recognizing the significance of innovation and entrepreneurship in driving and diversifying economies. Following multiple rounds of meetings chaired by DPIIT, Member States approved and adopted the Regulations of the SWG in 2023, with India designated as its permanent chair within the SCO, aiming to foster collaboration and accelerate regional economic development.
